Lets welcome Murdo Fraser coming out in favour of federalism and the sovereignty of the Scottish Parliament. Lets put to one side the absurdity of Ed Miliband wooing anybody. Lets consider for a moment what a progressive case for reforming the UK to make it more attractive for Scotland to remain might be.
1) Full, fiscal autonomy. Let Scotland raise and spend its own taxes, paying a fee for the cost of all UK expenditure (Defence, Foreign Affairs, International Development).
2) A federal constitution enshrining the sovereignty of the Scottish Parliament.
3) Abolition of the House of Lords and its replacement with a federal Senate (based in Manchester). Withdrawal of Scottish MPs from an English House of Commons.
4) No renewal of Trident.
5) No illegal wars.
6) Scotland retaining the option of independent membership if England votes to leave the EU.
And what chance is there of the House of Commons approving such a package? The only road to federalism is through a Yes vote. The only road to enshrining the sovereignty of the Scottish Parliament is through a Yes vote. Only an independent Scotland can negotiate as an equal partner with Westminster arrangements on matters of common interest.
But we should still welcome those such as Murdo Fraser who are willing to engage in a debate about our future.
